After morning speeches, the House will meet in the afternoon to work on three bills aimed at reining in the federal government.
One is H.R. 1582, the Energy Consumers Relief Act, which would require the Environmental Protection Agency to report to Congress on proposed regulations with an economic impact above $1 billion. It would also allow the Department of Energy to block these rules if they are found to be too harmful to the economy.
